When ethnic radio started interstate, they refused any provisions here (in South Australia). I from my experience, found that there were numbers of people, particularly the older women within ethnic minority communities, who'd never effectively learned English and who were terribly isolated as a result.

And I felt that they had to have some kind of communication. So the State provided the money to set up Multicultural Radio here in South Australia.
