When the program was begun, in the trade union movement in Australia there was still the fear of large and widespread unemployment in 1945. The memories of the 1930s were close and it was Arthur Calwell who persuaded the trade union movement that a significant immigration program could be begun for Australia, while maintaining full employment and opportunities for all Australians.
